For php 7.2.18 I also needed to copy libcrypto-1_1.dll and libssl-1_1.dll. This works the same way for php 7.3 (even with the dlls from php 7.2 :).
위 2개의 파일을
설치된 아파치경로/bin 폴더에 덮어씌워 주면 된다.
libssh2.dll 파일은 기본으로 덮어씌워 주는게 좋을 것 같다.
정말 해도해도 안되다가 겨우 찾은거다...
